First "Learn to Read" then "Read to Learn"

As the Red Deer Public Foundation board was beginning to talk about organizing and supporting the Reading College Bruce mentioned this phrase which I now love:

Up to Grade 3: we learn to read
Grade 3 & on:  we read to learn

This phrase illustrates the impact that reading has on our children's education.
